Kouga Municipality, an equal opportunity employer, hereby invites applications from experienced, suitable, qualified and committed individuals for the following position, stationed at the Municipal Offices, Jeffreys Bay on a five (5) year performance based contract.

 Director: Social Services

Salary scale: Negotiable within the Upper Limits Framework (category 5 municipality)

The successful candidate will effectively manage the social services of the municipality (community protection services and community facilities) through the establishment, implementation and maintenance of a community services strategy which achieves the Integrated Development Plan (IDP) objectives for the municipality.

 

Requirements: ? Batchelors DegreeAt least NQF Level 6 in Social Sciences / Public Administration / Law ? Minimum of 5 (five) years relevant experience at middle management level (at least reported to a section 56 manager) ? Have proven successful institutional transformation within public or private sector ? Solid knowledge and understanding of the relevant policies and legislation and a good understanding of institutional governance systems and performance management ? In-depth knowledge of local government legislation and the statutory requirements pertaining to the position ? High aptitude for strategic/operational planning and management, decision-making, leadership, innovation and motivation ? Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards for Senior Managers reporting to the Municipal Manager ? Excellent management and computer skills ? Excellent facilitation and communication skills in at least two of the three official languages of the Eastern Cape ? South African citizenship ? A valid Code B driver’s license.

 

Added advantage: Registration with the South African Council for Social Service Professional (SACSSP) or similar recognized relevant professional body.

 

Key Performance Areas:

  • Develop, implement and manage strategic goals, policies and procedures in alignment with the municipality’s strategic objectives;
  • Effectively manage through the establishment, implementation and maintenance of a community services strategy of the following social services:
  • Waste and Environmental Management;
  • Health Service Management
  • Cemetery Management
  • Public Safety and Security
  • Fire and Disaster Management
  • Parks and Recreation Management
  • Libraries
  • Effectively and efficiently manage the directorate;
  • Liaise and interact with individuals, role-players and agencies at senior level at all three spheres of government; and
  • Assist and support the Accounting Officer with the roles and responsibilities delegated to the Director: Social Services.

 

Please note:

  • It would be expected of candidates to be subjected to thorough evaluations and that previous and current employers and references will be contacted. Verification will be done on his/her qualifications, criminal and credit records. The candidate will be required to disclose all financial interests.
  • Candidates who are not in possession of the required CPMD qualification shall on appointment be required to obtain such qualification within a period of 18 months at own cost failing which the contract of appointment shall lapse.
