Kouga Local Municipality invites applications from suitably qualified persons for appointment in the following challenging vacancy:

 

DIRECTORATE CORPORATE SERVICES: MANAGER: LEGAL SERVICES

 

REQUIREMENTS :                                  

LLB degree or equivalent Legal qualification with completed articles;

Admitted as an attorney or advocate (passed bar exam);

At least 5 year’s legal experience in a municipal environment 4 of which must have been in a managerial capacity;

Valid drivers licence.                          

 

COMPETENCIES:                                  

Verbal and written communication skills in English and at least one other official local language.

Computer literacy and excellent report writing skills.

Understanding of public sector procurement processes, municipal and administrative law as well as administration of by-laws and delegation of powers and related matters.

A sound knowledge of the Municipal Systems Act, Municipal Finance Management Act, the Preferential Procurement Policy Framework Act, the Supply Chain Management Regulations, Labour Relations Act and other applicable local government legislation.

 

JOB PURPOSE:                                     

Provides professional legal guidance, advice and opinion s and support processes to monitor compliance and control procedural applications through assessment and analysis of the status of implementation and application of policies, agreements and by laws, researching case law, judgements and commentaries explaining the purpose and intent and/ or interpretation and, providing guidance on terminology and legal applications relating to discussions, resolutions and/ or the drafting of contractual rights and obligations in order to ensure risks are controlled and intent embodied in legal prescripts and law upheld.

                                                           

SALARY:                                              

R634 350.87 .00 – R806 450.79 .00 (TCTC excluding Perk Scheme Car Allowance)
