2 X AREA CIVIL ENGINEER

 

REQUIREMENTS:                                   

B Tech in Civil Engineering or relevant NQF 7 qualification;

Computer Literacy with advanced MS office

Driver’s Licence code 08 with own transport;

At least 8 years project management and contract administration experience in the field of urban infrastructure. Must also have strong supervisory experience;

Code 08 driver’s license.

 

DUTIES:                                             

Technical support and evaluation of proposed projects in alignment with the Municipal IDP’s and Capital programme;

Monitoring and co-ordinating monthly project progress forms and payment certificates;

Arranging and attending regular project progress meetings;

Ensuring compliance with all legal aspects and conditions required from the different spheres of

Government in the implementation of infrastructure projects;

Conducting site visits/meetings to ensure compliance with project registration criteria;

Managing cash flows and committed project expenditure;

Verifying payment certificates and preparing monthly payment schedule documentation;

Maintaining project performance data on a national database;

Assisting with other related municipal infrastructure programmes;

Handle and ensure that all relevant departmental related correspondence is managed efficiently and effectively;

Conduct departmental inspections and complaints to ensure compliance with or variations with issued work orders;

Prepare departmental works programmes in line with SDBIP.

Compiling and submit monthly progress reports to the Manager Technical Services;

Attend departmental coordinating meetings.

Preparing progress reports to present at coordinating meetings;

Daily monitoring and control of operations of section;

Manage and control overtime and standby;

Assisting the Manager: Technical Services in identifying projects suitable for labour intensive construction  

methods for implementation in terms of the EPWP guidelines;

Manage and control overtime and standby;

Responsible for managing the Workplace skills Audit and Workplace Skills Plan functions as per legislation.

 

SALARY:              R501 776.14 – R634 350.87 per annum (TCTC excluding Perk Scheme Car Allowance).

SENIOR SKILLS DEVELOPMENT FACILITATOR

 

REQUIREMENTS:

Must be in possession of NQF level 6 or equivalent qualification in Training and development or related field;

Computer literacy: Advanced word & excel;

Three (3) years’ proven experience and extensive knowledge in Training and Development;

Knowledge of SDA and SDLA;

Negotiation, Presentation, Communication and Facilitation skills;

Valid 08 driver’s license.

           

SALARY:                             R272 520.00 – R353 748.00 per annum

 

DUTIES:                                                

Co-ordinates sequences associated with establishing the skills capacity of the municipality;

Consolidate and analyses information to facilitate the preparation of a comprehensive skills plan, identifying and prioritizing specific interventions;

Compile Workplace Skills Plan (WSP) of the municipality and ensure that it is in line with the Sector Skills Plan for submission to LGSETA;

Develop and implement training and development strategy;

Coordinate the training committee and co-ordinate the activities thereof;

Serve as a resource to all aspects regarding training;

Act as a link between the municipality and the SETA;

Co-ordinate ABET and Learnership programmes;

Coordinate all training in the Municipality;

Implement the EE Plan and policy of the Municipality.

Millwright Trade Certificate through a registered body;

DUTIES:                                                

Performs all repairs and maintenance of the water and waste water plant machinery;Inspections, testing and fault finding on all plant machinery and equipment;

Repairing and replacing all defective worn out plant and equipment;

Providing general engineering assistance and welding repairs.

TOWN PLANNER

 

REQUIREMENTS:                                   

Degree in Town & Regional Planning;

Recognized by the SA Council for Planners and registration as a Professional Planner with the SA Council for Planners as a Professional Planners in terms of Section 13 (4) (c) of the Planning Profession Act (No 36 of 2002); and

Valid Driver’s License - Code EB Drivers;

Speak two of the three official languages in Kouga (Afrikaans, English, and Xhosa);

2 – 3 Years Municipal Experience;

Good understanding of applicable municipal legislation;

Write and compile reports;

People management, negotiation, strategic planning, conflict management skills and knowledge of budgetary processes;

Computer literate and sound knowledge of the geographical information systems (GIS);

Code 08 drivers license.

 

SALARY:                                R501 776.14 – R634 350.87 (TCTC excluding Perk Scheme Car Allowance).

DUTIES:                                                

Management and co-ordinating of all town & regional planning, spatial planning, land use control and developmental aspects;

Management and co-ordinating of all role-players / consultants dealing with town & regional planning. Overseeing of the development of terms of reference for the various consultants and contractors;

Act as project driver for any planning related projects. Project management, comments and suggestions on planning or any developmental applications;

Provide technical, administrative and professional advice and guidance, when necessary to other Directorates, other Municipalities, Consultants and Contractors;

Compiling of future planning / pre-planning & development documents;

Apply and comply with applicable legislation, regulations, and policies, investigate and compile new ones;

Undertake site inspections to establish the land use or to obtain relevant site information;

Liaison with the Public, Local Authorities, Provincial Authorities and Governmental Authorities;

Oversee compiling of Council applications regarding:

    • Township establishment
    • Amendment schemes
    • Consent uses
    • Park and street closure
    • Rezonings
    • Removal of title conditions
    • Consolidations and Subdivisions
    • DeparturesDrawing up and revision of development plans, guide line plans and spatial development plans;Advises developers, professionals and the general public regarding the desirability of land use applications and its prospect of support;Guides Land Use Management staff on development applications and planning norms.

STATION COMMANDER: FIRE SERVICES

 

REQUIREMENTS:                                   

Diploma in Fire Technology NQF 6;

Must be in a possession of a valid code C drivers license (code 10);

Fire Fighter 1 and hazmat awareness;

Fire Fighter 2 and hazmat operational;

BAA (Basic Ambulance Assistant Course and register with HPCSA);

Six (6) years Fire and Rescue experience;

Three (3) years Fire Prevention experience (doing of inspections, plans ex.)

DUTIES:                                                

To effectively, under general direction from the Chief Fire and Disaster, manage the Fire Service and Disaster Management Department by commanding field personnel in fire suppression, emergency management, technical rescue, and hazardous materials operations and related function.

REQUIREMENTS:                                   

Bachelor’s Degree in Information Technology or relevant NQF 7 qualification;

Municipal Finance Management Programme Certificate will be an added advantage;

Minimum of five (5) years’ proven experience in Local Government ICT environment, including three (3) years in a supervisory position;

Code 10 drivers license.

 

SALARY:                             R634 350.87 – R806 450.79 (TCTC excluding Perk Scheme Car Allowance).    

 

DUTIES:                                                

Ensure that ICT strategy is aligned with the Municipal Business processes;

Identify control weaknesses and assure the efficient and effective implementation of measurable improvements in the management of ICT risk;

Motivate, monitor and evaluate ICT investments and expenditure, informed by the Municipality’s IDP;

Management of internal ICT systems;

Implementation of ICT policies;

Identify and establish ICT procedure manuals and guidelines;

Develop technical specifications on upcoming projects, equipment, systems & information technology upgrades

Manage & supervise ICT staff;

Introducing new ICT trends and industry innovations.

SUPERVISOR: CALL CENTRE

 

REQUIREMENTS:                                   

Relevant NQF 6 qualification;

Advanced computer literacy: MS Office

Fluency in at least two of the official languages (English, Afrikaans & Xhosa)

At least 3 years’ proven experience as a Call centre supervisor in a Corporate Environment.

 

SALARY:                                               R195 552.00 – R253 800.00 per annum

 

DUTIES:                                               

Manage all aspects and staff of the call centre;

Provide a customer complaint service;

Analyze and interpret from the complaints management system;

Provide reports on the switchboard and complaints management;

Prepare reports on the performance of the call centre.
