NGO wanted to establish permanent homeless shelter

A call has gone out for NGOs interested in establishing a permanent shelter for the homeless in the Kouga region.
"We are urgently looking for an NGO that is willing to take responsibility for the establishment and day-to-day running of a permanent shelter for our region," said Kouga Executive Mayor, Horatio Hendricks.
"The municipality has, for the past nine months, housed the homeless at the Pellsrus Caravan Park as a temporary arrangement but cannot continue to do so indefinitely.
"Homeless shelters are not legally considered to be a core mandate of the municipality. We cannot, therefore, continue using one of our public facilities for this purpose.
"There has also been a growing outcry from the public about the closure of the caravan park and we need to heed these calls."
He said the municipality was spending R50 000 per month to hire marquees to house the homeless at the caravan park.
"We have also been helping to buy food for the shelter in addition to supporting soup kitchens and distributing food parcels," he said.
"While these social relief efforts have been very necessary due to the Covid-19 lockdown, the municipality cannot continue using ratepayers' money to fund functions that fall outside its mandate."
He said the municipality would support a permanent shelter in any way the law allowed.
"We do not want to turn our backs on those who have no roof over their heads," he said.
"The Department of Social Department has also confirmed that they would offer support to a permanent shelter."
He said the Department had advised that a registered NGO would be the preferred candidates to establish and run a homeless shelter.
"Hence, we ask that any NGO willing to take on this task, contact us as a matter of urgency.
"Regrettably, if no NGO comes forward by 10 January 2021, the municipality will have no choice but  to part ways with the shelter."
