REQUIREMENTS:
- B Tech Civil in Engineering Project Management, Relevant NQF Level 7 qualification;
- Registration as a Candidate Engineering Technologist with ECSA; will be an added advantage
- 5 years relevant experience;
- Valid Code B driver's license

SALARY: R334 243,60 – R433 851,91 Per Annum

DUTIES:
- Facilitating and coordinating municipal projects through conducting of research and evaluation on best practices;
- Compiling PMU business plans and budgets in consultation with the Manager, considering the Municipality’s Procurement Policy and requirements of the Municipal Infrastructure Grants (MIG) and Division of Revenue Act (DORA);
- Analyzing and aligning project requirements with operating capacity and capability;
- Planning and submitting DORA reports to the Provincial MIG Management Unit; including the preparation of the quarterly PMU targets and MIG implementation plan;
- Coordinating the funding programs in a phased manner which includes the Consolidated Municipal Infrastructure Program, in support of internal bulk, connector infrastructure and community facilities to poor households; Community Based Public Works Program, in support of the creation of community assets in rural, historically disadvantaged communities; Local Economic Development Fund, in support of planning, and implementation of job creation and poverty alleviation; Operation and Maintenance of access roads, buildings and street lights; and Electrification funding in support of addressing the electrification backlog for permanently occupied residential dwellings that are situated in historically under-supplied areas;
- Analyzing trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period;
- Evaluating projects and contracts performance against budget and addressing deviations/ variances with professional service providers and employees;
- Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure;
- Compiling payment schedule spreadsheets for each project, indicating scope of work, finances allocated, contract amount, payments made to date and balance of funding available for completion of project/contract;
- Liaising with funding agencies e.g. COGTA and/or spheres of Government (MIG) to source funding for relevant projects, including progress reports and expenditure incurred on projects;
- Guiding the drafting, adjudication and reporting processes with regards to contracts/ tenders and verifying details, terms and conditions, specifications, etc. complying with laid down policies (Chain Management Policy, Procurement Policy), regulations and procedures and submitting to the Tender Committee for ratification;
- Participating in and briefing parties (consultants/ contractors, etc) on the terms and scope of appointments and, evaluating, investigating and approving submissions on project/ contract progress, performance and costs;
- Monitoring Contractor performance against agreed terms and conditions though ongoing interaction with site personnel, on-site inspections, etc. and alerting the Contractor to any acts of non-conformance;
- Implementing procedures to administer contracts and the processing of completion certificates and, verifying outcomes prior to approving payment certificates;
- Complying with Council’s Affirmative Procurement Policy in providing opportunities to emerging contractors to develop and enhance their skill base and promote employment at a local level;
- Resolving technical conflicts and contractual claims and preparing the necessary reports for submission to the PMU Manager;
- Coordinating Business Plans and implementation plans for projects/ contracts in the acceptable formats;
- Establishing key performance indicators and measures for determining/ assessing the level and appropriateness of service delivery with respect to planning schedules and complying with deadlines;
- Managing the operational dimensions and resources and cost effectiveness of activities against operational plans and budgets;
- Addressing technical issues and disseminating advice associated with the objectives and outcomes of the functionality;
- Coordinating the facilitation and implementation of Technical and Steering Committee meetings to serve as avenue to facilitate functional information and receive public comment (communities and stakeholders, contractors);
- Liaison with the provincial and the PMU Manager as well as other line-function departments through formal regular evaluation / progress meetings and on an ad-hoc basis;
- Submission of monthly, quarterly, biannual, annual and ad-hoc reports to COGTA as determined in applicable legislation or required by the MIG Management Unit;
- Participating in various meetings (council, internal and external forums) and provides comments/ opinions on matters affecting or concerning projects/contracts;
- Responding, through the collection of information and/ or conducting the necessary investigation/ research, to enquiries and concerns on project service delivery from relevant stakeholders.
