VACANCY

DIRECTOR SOCIAL DEVELOPMENT : FIVE (5) YEAR PERFORMANCED BASED CONTRACT

Kouga Local Municipality, the jewel of the Eastern Cape, with the present Headquarters in Jeffreys Bay is eager to recruit the services of a person with a vision, a creative and innovative strategic thinker capable to lead the Social Development Directorate.

Remuneration

The remuneration package will be based on an all inclusive package of R780,000 per annum.

A performance bonus based on 14% (in accordance with the Local Government Municipal Structures Act, Act No. 7 of 2011) and an annual salary increase according to the South African Local Government Bargaining Council (SALGBC).

Qualifications

·                Appropriate B degree in Social Development Studies and/or BTech Degree in Environmental Health  

·                Proficiency in MS Word, PowerPoint, Internet and e-mail

·                Effective understanding of Social/Community Development

·                Code EB driver's licence

·                5-10 years' related experience in Local Government of which 5 years should be in senior managerial level.

Performance Areas:

·                     Provide and be responsible for the management of :

-        Traffic

-        Fire Services

-        Disaster Management

-        Parks and Recreational Services

-        Environmental Health

-        Waste Management

-        Libraries

·                     Manage and comply to related legislation.

·                     Prepare and co-ordinate departmental budget and reports

·                     Plan and project, manage the development of facilities.

·                     Build partnership with the private sector and communities.

·                     To provide leadership at all levels within the directorate.

·                     To advise Council on all relevant planning and developmental matters.

·                     Manage the Departmental Budget.

·                     Enhance Inter Governmental Relations to address social issues that are not in Municipal competencies which are amongst others are the following:

·                     Crime work closely with or low enforcement agencies.

·                     Education maintenance of schools scholar transport, feeding at schools, shortage of teachers, unpaid bills of Municipalities etc.

·                     Grants (foster care, old age pension, pay points, HIV/AIDS etc.

·                     Health clinics, HIV/AIDS sites, day-care centres.

·                     Poverty alleviation programs (food parcels, food gardens, roadwork’s etc)
