VACANCY
DIRECTOR INFRASTRUCTURE, PLANNING AND TECHNICAL SERVICES : FIVE (5) YEAR PERFORMANCED BASED CONTRACT
Kouga Local Municipality, the jewel of the Eastern Cape, with the present Headquarters in Jeffreys Bay is eager to recruit the services of a person with a vision, a creative and innovative strategic thinker capable to lead the Infrastructure, Planning and Technical Services Directorate.
The Kouga Municipality is committed to employment practices that redress past imbalances in respect of race, gender, creed and disability, and as such the relevant policy will be implemented during selection and placement.
Remuneration
The remuneration package will be based on an all inclusive package of R780,000 per annum.
A performance bonus based on 14% (in accordance with the Local Government Municipal Structures Act, Act No. 7 of 2011) and an annual salary increase according to the South African Local Government Bargaining Council (SALGBC).
Requirements
· Appropriate B Degree in Building/Civil Engineering at a recognized accredited institution.
· Qualifications in Electrical Engineering and Town Planning will be an added advantage.
· Sound knowledge of applicable legislation
· 5-10 years' related experience in Local Government of which 5 years should be in senior managerial level.
· Planning contract documentation and management, construction management as well as projects and waste management skills
· Feasibility studies, construction designs and roads, water and electricity reticulation competencies.
· Valid Code EB driver’s licence
Performance Areas
· Manage the operations and resources of the Directorate Infrastructure, Planning and Technical Services;
· Manage and comply with related legislation;
· Prepare and coordinate departmental budgets and reports;
· Plan and project manage departmental projects;
· Build partnerships with the private sector and communities;
· Provide leadership at all levels within the Directorate;
· Advise on all planning and developmental matters within the Directorate;
· Facilitate the alignment of development of the Kouga Area in line with the Spatial Development Framework;
· Manage or maintain the GIS of the Kouga Municipality.
