MANAGER: ELECTRICAL SERVICES

REQUIREMENTS:                                  

• B Degree in Electrical Engineering at NQF level 7 qualification and a Trade Test qualification will be an advantage;
• Must be registered with Engineering Council of South Africa;
• At least 5 years Electrical Engineering experience in a municipal environment of which 3 years must be in a managerial position;
• Code B driving license;
• Government Certificate of Competency will be an added advantage:
• Excellent knowledge of Electrical regulations, procedures and policies.
• Good management and interpersonal skills.
• Excellent planning and organizing skills.
• Project management will be an added advantage.
• Excellent communication and negotiating skills.
• Ability to work in a pressurized environment and dealing tactfully with role-players.

SALARY:                                                  R836 539,25 (Excluding Vehicle Allowance).

DUTIES:                                               

• Evaluating and commenting on the applicability of specific Electrical key performance indicators and measures against outcomes detailed in the departments Business and Strategic Plans;
• Mapping out specific electrical changes necessary to achieve alignment with development objectives in accordance with legislative imperatives and managing electrical supply assets and legal matters that fall within the jurisdiction of the Municipality;
• Aligning electricity systems and procedures to support administrative reporting and monitoring and/ or developing guidelines to clarify functional requirements;
• Presenting a conceptual framework of current and future electricity interventions required in terms of the appointment to the Director: Infrastructure and Engineering Services for consideration and inclusion into the departments short/ long term performance and service delivery plans;
• Defining/ adjusting the role boundaries, workflow processes and job design against laid down service delivery requirements and statutory financial regulations referring to good and accountable financial management and governance practices;
• Determining staffing levels and preparing motivations for the filling of vacancies to complement functional objectives and requirements;
• Participating in staff weekly meetings in order to discuss performance targets and progress through meetings and interventions in order to ensure commitment and support for the tasks at hand;
• Conducting appraisals to measure performance against agreed objectivities, counseling and consulting with personnel on developmental goals, career paths and, short term targets and standards;
• Monitoring the adequacy of current training interventions through the evaluation competency demonstrated in workplace application and prepares assessment and progress reports for inclusion into the consolidated Skills Development Plan of the Department;
• Analyzing statistical information pertaining to staff attendance, overtime, leave and addressing deviations or occurrences of abuse and/ or workplace conflict through the implementation of corrective measures in accordance with Human Resources Policies and Procedures and Codes of Good Practice encapsulated in Employment Legislation;
• Analyzing trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period;
• Evaluating the sections performance against budget and addressing deviations/ variances with appropriate personnel;
• Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure;
• Communicating with the Council’s Financial Section on audit findings and recommendations and institutes the necessary investigational or corrective measures;
• Strategic Planning - by providing improved information into the IDP process on current levels of service, risks and future demand, costing strategic options with tariff implications, and coordinated programs;
• Performance Management – by determining more effective and holistic criteria and measures for service delivery, and applying these consistently to monitoring, reporting and risk management;
• Risk Management–by introducing a focus on assessing service delivery risk at network and asset level and identifying appropriate responses;
• Financial Management–by determining budget needs based on defined levels of service now and in the future, assessing long-term affordability to the municipality, identifying tariff implications, and establishing realistic valuation of the infrastructure assets;
• Being responsible for the administration, project and financial management of INEP funded projects and any other capital projects identified and prioritized by the Council;
• Coordinating project identification and prioritization process ensuring proper integration of the respective Infrastructure Investment Framework (IIF) and Integrated Development Planning (IDP’s) and SDBIP and updating annually;
• Aligning projects with municipal IDP as per the demands identified and prioritized by the Council;
• Prepare business plans to seek and source funding for the delivery of electrical infrastructure projects;
• Prepare capital and operating estimates and controls expenditure against the approved MTEF budget allocation;
• Keeping abreast with technological developments and alternatives in the delivery of services within the electrical engineering industry;
• Establishing key performance indicators and measures for determining/ assessing the level and appropriateness of service delivery with respect to electrical network maintenance metering (routine, planned and unplanned) and repair work;
• Managing the operational dimensions and resources (materials, plant, equipment and vehicle, optimizing resources), monitors utilization & cost effectiveness of activities against operational plans.
• Preparing/approving drawings, designs and cost estimates for minor new works and, monitoring the implementation sequences thereof;
• Evaluating interventions and/ or the design and construction of electrical network Engineering Infrastructure contemplated or affected through external sources and, providing comments on constraints/applicability with regards to ongoing maintenance;
• Assessing and analyzing material design, introduction of new materials and equipment and its impact on the functioning and performance of the electrical network to improve level of service delivery;
• Addressing complex technical issues and disseminating professional advice associated with the objectives and outcomes of the functionality;
• Prioritizing specific projects to achieve targets on electricity provision;
• Aligning proposals to comply with the reconstruction and development requirements and guidelines;
• Guiding the drafting, adjudication and reporting processes with regards to contracts/ tenders and verifying details, terms and conditions, specifications, etc. comply with laid down policies, regulations and procedures;
• Participating in the appointment process and briefing parties (consultants/ contractors, etc.) on the terms and scope of such appointments and, evaluating, investigating and approving submissions on progress, performance and costs;
• Monitoring Contractor performance against agreed terms and conditions though ongoing interaction with site personnel, on-site inspections, etc. and alerting the Contractor to any acts of non-conformance;
• Implementing procedures to administer contracts and the processing of completion certificates and, verifying outcomes prior to approving payment certificates;
• Evaluating the adequacy of Council’s Affirmative Procurement Policy in providing opportunities to emerging contractors to develop and enhance their skill base and promote employment at a local level;
• Resolving technical conflicts and contractual claims and preparing the necessary reports presenting councils arguments at arbitration;
• Developing implementing and keeping updated strategies, procedures, process and standards to control energy losses within acceptable level;
• Ensure accuracy of information sent to the Budget and Expenditure department for electricity billing;
• Ensure that metering and electricity customer information is accurate, updated and stored in a reliable system e.g. GIS;
• Ensure vending system information is kept accurate and updated;
• Staff involved in the control of energy losses are adequately trained for the tasks they are required to perform;
• Prepare and present reports to the audit committee on the progress in the implementation of the electricity distribution losses;
• Ensuring continuous improvement of strategies in the reduction of electricity distribution losses by participating in the South African Revenue Protection Association at Provincial and National level.
