PLANS EXAMINER
REQUIREMENTS:
- Registered Architectural Technician and/or Building Inspector qualification at NQF level 6;
- Minimum of 2-3years relevant experience;
- Code 8 driver’s license;
- Registration with professional body, SACAP will be an added advantage;
- Good knowledge of National Building Regulations;
- Good communication skills (Written and Verbal);
- Attention to detail;
- Good report writing skills;
- Ability to work under pressure;
- Computer Literate;
- Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa)
SALARY: R420 533.54 per annum
TASK: 12
DUTIES:
- Liaising with the public, building contractors, consulting engineers, land surveyors, draughtsmen, and architects, providing guidance and assistance with the application of National Building regulations, and matters relating to new and unconventional building methods;
- Conducting a Preliminary examination of building plans and relevant required documentation required for building plan approval;
- Scrutinizing building plans in terms of the National Building Regulations and that NBR Regulations have been met;
- Assessing building plans and calculates submission fees in accordance with approved tariffs;
- Signing of paper copies, jacket and certificate to approve plans;
- Consulting with the Fire Department, Health, Drainage, Cleansing, Roads and Town Planning on matters relating to the approval of building plans;
- Referring non-compliant building plans to the customer with explanatory notes as to why building plan is regarded as being non-compliant;
- Conducting inspections on outdoor advertisements and ensuring proper procedures are followed for compliance;
- Perusing through the submitted plan and identifying with deviations in specifications, estimation, calculations and positioning of proposed construction on site considering access to services, elevation, etc, referring to specific building codes, and consulting with fire department, health department, drainage, town planning, etc;
- Analyzing design and structural details to determine applicability and conformity to specifications and national building regulations;
- Maintaining and controlling the filing system for approved and outstanding building plans using laid down procedures to facilitate access and retrieval;
- Completing details on statutory forms and notices, verifies and approves content and submitting for verification prior to circulation;
- Collating information from field reports, inspections and contractual documentation for inclusion into management reports;
- Approving building plans and forwarding to relevant departments for further comments and processing;
- Completing investigative reports, recording details of findings from inspections/observations and forwards to the Superior for perusal and guidance on unresolved/pending outcomes;
- Monitoring compliance with administrative and reporting requirements and activates specific sequences/ provides direction to contractors/ departmental teams on resolution of referred problems associated with inaccurate data or information hindering processing in related departments;
- Conducting inspections on dilapidated structures and reporting to the immediate supervisor for further appropriate measures;
- Providing advice to residents/ public for the appointment of the Building Inspector on matters pertaining to pegs identification and site demarcations;
- Attending building sites meetings and providing advices/ directives and Building Regulation requirements and conformity;
- Receiving instructions from the supervisor on priorities and work schedules prior to commencement of the daily functions.
- Delivering of notices for Non-Compliance with the building regulations to the public members.
- Attending to residents complaints when there are delays in approvals and/ or amendments to plans.
