VACANCY: MEMBERS TO THE MUNICIPAL PUBLIC ACCOUNTS COMMITTEE
Requirements
The Municipality invites suitably qualified persons to submit their CV’s and motivation for appointment as Members to the Municipal Public Accounts Committee (MPAC). Factors which will influence your appointment include:
Professional qualifications
- Proven expertise and experience in the fields of financial management, auditing, human resources, and legislation impacting upon local government. • Willingness to serve the interests of the public in a responsible manner; and
- Understanding of local government issues and national development imperatives.
- Independence, integrity, willingness to dedicate time and energy, good communication skills, analytical reasoning abilities, natural curiosity and objectivity.
Candidates should possess the following qualities
Key functions
Persons interested in this function and who are eminently qualified therefore will be expected to render, amongst others, the following services:
Advising Council, MPAC, and the Municipal Manager on the following matters:
- Adequacy, reliability and accuracy of financial reporting and information
- Performance management
- Effective governance
- Compliance with the Municipal Finance Management Act No 56 of 2003 and other applicable legislation
- Performance evaluation
- Annual Review of the IDP
- Review the annual financial statements
- Annual Report
- Oversight Report
- Unauthorised, Irregular, Fruitless and Wasteful Expenditure
- Respond to Council on any issues raised by the Auditor-General
- Carry out any investigation into the financial affairs of the municipality as requested by MPAC
Term of Office and Remuneration
The term of office of the appointed candidates will be for the term of the Council, after which it will be reviewed by Council. Persons appointed to the Municipal Public Accounts Committee will be remunerated in terms of the National Treasury Guidelines.
