AREA CIVIL ENGINEER

REQUIREMENTS:

  • B Tech Civil Engineering or equivalent NQF level 7 qualification;
  • Registered as a Professional Engineer / Technologist with ECSA;
  • Code B driving license;
  • At least 4 years relevant experience in a municipal environment, 2 years of which must be at middle management level,
  • Thorough knowledge of engineering projects (Roads, Civil, Water, & sewerage) planning processes;
  • Sound knowledge of research and analytical theories and practises;
  • MS Project Management, Word, Excel, Power Point;
  • Good project financial costing skills;
  • Excellent communication skills;
  • Excellent report writing and presentation skills;
  • Attention to detail;
  • Drive and tenacity to lead a multi-disciplinary team;
  • Must be able to speak, read and write in at least two of the

official languages in Kouga Municipality (Afrikaans, English, and

Xhosa).

 

SALARY:                                                  R523 564.89 – R679 601.68 Per Annum (Excluding Vehicle Allowance)

 

TASK:                                                       15

 

DUTIES:

  • Identifies and defines the immediate and short-term objectives/ plans associated with rehabilitation and maintenance of roads, buildings, water & sanitation and storm-water drainage. Managing the formulation of Roads and Storm-water Engineering Design proposals and, providing guidance to technical personnel on the interpretation of procedures/requirements;
  • Manages outcomes associated with utilization, productivity and performance of personnel. Provides on-site training to subordinates by demonstration and practice, so as to ensure that staff are continuously developed. Manages the performance of staff through weekly plans; 
  • Prepares capital and operating estimates and controls expenditure against the approved budget allocations. Analyzing trends, operating requirements and forward plans to establish/determine funding/expenditure for the period. Monitoring and implementing corrective measures to rectify deviations. Obtaining quotations for relevant purchases for the Section. Setting specifications for required materials or services;
  • Controls the professional, technical, and operational outcomes associated with the functions related to buildings and civil works. Establishing key performance indicators and measures for

determining/assessing the level and appropriateness of service delivery with respect to road construction and road maintenance and repair work for Roads, Civil, Water & Sewerage;

  • Managing the operational functions and resources (materials, construction plant and vehicles, depot operations) and monitors utilization and cost effectiveness of activities against operational plans;
  • Approving roads and storm-water plans, drawings, designs and cost estimates for minor new works and, monitoring the implementation sequences thereof;
  • Controls the professional, technical, and operational outcomes associated with roads, civil, water and sewerage functionality and analyses and evaluates the scoping, award, and deliverable phases of projects;
  • Manages, coordinates and monitors sequences associated with the implementation of statutory regulations related to occupational health and safety. Analyzing and reviewing reports from the Occupational Health and Safety Officer of injuries, property damage, occupational diseases and public liability incidents. Managing the inspection of facilities to determine the adequacy of fire safety and disaster control procedures and/or issuing compliance notification for specific offences;
  • Disseminates functional and operational information on current developments, problems, and constraints;
  • Manages and coordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality.
