            MANAGER: CIVIL SERVICES

REQUIREMENTS:

  • NQF level 7 Civil Engineering qualification at ie, BSC Civil Engineering/ B. Tech. Civil Engineering;
  • 5 Years Relevant Work Experience of which 3 years must be in a management position;
  • Code B driving license;
  • Thorough knowledge of Engineering Projects planning processes and Local Government Sector processes;
  • Sound knowledge of research and analytical theories and practices;
  • Good project financial costing skills;
  • Excellent communication skills;
  • Excellent report writing and presentation skills;
  • Attention to detail;
  • Drive and tenacity to lead a multi-disciplinary project team;
  • Monitoring of contractor performance;
  • Physically fit and able-bodied;
  • Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and

Xhosa).

 

SPECIAL CONDITIONS:

SALARY:                                            R679 316.56 – R881 799.82 Per Annum (Excluding Vehicle Allowance)

DUTIES:

  • Identifies and defines the immediate and short term objectives/ plans associated with roads and storm-water maintenance, water and sanitation;
  • Keeping abreast with technological developments in the rehabilitation and maintenance of roads, buildings, water and sanitation, storm-water drainage, traffic signage/ markings and regulations;
  • Analyzing and aligning requirements for civil services project rehabilitation/maintenance with operating capacity and capability;
  • Planning & Execution of civil services performance indicators and measures in the departments Business and Strategic Plans;
  • Preparation and presenting of reports on current & future civil services interventions and short & medium term plans;
  • Manages and controls the Key Performance Indicator’s and outcomes of personnel;
  • Defining/ adjusting the role boundaries, workflow processes and job design against laid down service delivery requirements and statutory financial regulations referring to good and accountable financial management and governance practices;
  • Determining staffing levels and preparing motivations for the filling of vacancies;
  • Monitoring the adequacy of current training interventions;
  • Prepares capital and operating estimates and controls expenditure against the approved budget allocations;
  • Analyzing trends, operating requirements, forward plans, monitors & implements corrective measures to rectify deviations;
  • Amend on Audit findings, risk and items;
  • Analyses and evaluates the scoping, award and deliverable phases of projects associated with the provision of Civil Services to communities;
  • Manages and coordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality.
