VACANCY

MANAGER: LAND AND PROPERTY ADMINISTRATION
REQUIREMENTS:
- Relevant B Degree in Property Management/ Accounting or equivalent NQF level 7 qualification;
- 5 Years relevant experience in a municipal environment, 2 years of which must be at a middle management level;
- Code EB driving license;
- In depth understanding and expert knowledge of legislative requirements, acceptable practices and procedures e.g. Land Administration Act; Alienation of Land Act; Municipal Property Rates Act, MFMA, Property Law, etc.
- Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).

SALARY: R589 470.77 – R765 178.27 Per Annum (excluding Vehicle Allowance
TASK: 16
DUTIES:
- Planning and establishing critical land administration priorities for implementation and/ or providing input into the appropriateness of the Property Valuation strategy against planning policies, architectural trends and economic forces;
- Monitoring, analyzing and interpreting information contained in aerial photography, cadastral compilations topographical maps, guide plans, and generating management reports to support the updating of information on Council Properties;
- Manages and controls the Key Performance Indicator’s and outcomes of personnel;
- Compiling and concluding suitable contract documents, and negotiating and finalizing documentation in relation to Council and / or Bid Specification/ Adjudication Committees, and reporting and obtaining Council and/ or Bid Specification/ Adjudication Committees approval;
- Managing the freehold property administration through undertaking sales of council owned properties, preparing Developers briefs, effecting conversions from leasehold to freehold, preparing documents and payments when transfers take place, and effecting de-proclamations/ removal of restrictions;
- Monitoring and controlling the establishment and maintenance of property records, and ensuring that an accurate record and safe-keeping of Title Deeds for Council owned properties and leases, including Servitude Rights and updated Assets Register is maintained;
