  • B Comm Accounting or relevant B Tech at NQF level 7;
  • 4 years relevant experience;
  • Detailed knowledge of SCM policies and procedures;
  • Good communication skills;
  • Code B driving license;
  • Computer Literacy – Office applications including advanced Excel;
  • Operational Knowledge of Condition of Contracts;
  • Advanced report writing and analytical skills;
  • Ability to function independently, as well as within a team;
  • Ability to function effectively under pressure and to apply time management principles;
  • Must be assertive and have attention to detail;
  • Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).

SALARY:                                                          R289 288.19 – 375 499.29 Per Annum

  • Coordinates and implements specific functions associated with the planning and implementation of Acquisitions for all directorates;
  • Coordinates and implements the rotation of suppliers for informal quotes from various directorates;
  • Reviews requisitions of informal quotes from subordinates for approval by superiors;
  • Coordinates acquisition management and spent analysis processes through informal quotes;
  • Report weekly on deviation, irregular, fruitless and wasteful expenditure;
  • Implements controls to combat fraud and corruption and prevents, mitigates, and reduces risk on non-compliance to procurement policies and procedures;
  • Engage internal and external stakeholders in terms of planning for their acquisition, provides feedback on rejected requisitions due to budget or tax issues;
  • Coordinates a proper procedure to report unauthorized, Irregular, Fruitless and Wasteful Expenditure;
  • Disseminates functional and operational information on the immediate, short and long-term objectives and current developments, problems and constraints that affects directorates;
  • Maintaining supplier relationships.
