SUPERINTENDENT: WASTE AND ENVIRONMENTAL MANAGEMENT
REQUIREMENTS:
- Diploma in Waste Management at NQF level 6 qualification or equivalent waste management and operations management;
- Certification in Basic First Aid
- 3 years relevant experience;
- Code C1 driving license;
- Computer literate;
- Sound knowledge of waste management policies, procedures and legislation.
- Sound report writing and presentation skills;
- Good supervisory skills;
- Good communication skills;
- Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).
SPECIAL CONDITIONS:
- Required to work in all weather conditions.
- Required to work outside normal working hours during emergencies and planned overtime.
SALARY: R473 465 .38 – R614 587. 75 per annum
TASK: 13
DUTIES:
- Assessing the adequacy of waste management procedures, systems and controls associated with vehicle, equipment and personnel availability and utilisation;
- Determining the capabilities of refuse removal personnel in maintaining quality and performance standards with a view to providing suggestions on the revision of roles and outcomes;
- Preparing resource allocation schedules (cost, material, time spread and refuse volumes) and priority programmes for execution and, conducting briefing/ explaining personnel requirements and outcomes;
- Facilitating and promoting recycling initiatives
- Exploring alternative approaches against current practices and commenting on the advantages/ disadvantages to changing the methodology of waste removal service delivery;
- Investigating accidents/ incidents with a view to accurately describing/ detailing sequences to facilitate reporting/ updating of registers and records;
- Participating in operational discussions/ meetings and elaborating/ presenting factual information to support the status of refuse collection activities, progress/ constraints/ quality and cost dimensions,
- Monitoring attendance/ conduct and output and addressing deviations from agreed performance indicators through meetings/ counseling and/or other approved methods designed to improve and motivate personnel;
- Conducting quarterly evaluation of staff through individual performance appraisals;
- Establishing the adequacy and availability of personnel against agreed outcomes and motivating to the immediate superior for additional resources;
- Keeping staff informed of new developments, legislation, circulars and policies;
- Addressing workplace conflict/ conduct through the initiation and coordination of consultative processes and implementation of specific disciplinary procedures;
- Defining skill gap and training needs and activates procedural sequences aimed at developing and capacitating individuals;
- Monitoring the operational dimensions and resources (materials, plant and vehicle, decentralized depot operations) and monitors utilization, including round balancing
- Communicating with relevant personnel on refuse collection and disposal operations and the impact it has on environmental health.
- Controlling the functions of the refuse collection and street cleaning personnel and ensuring that activities are carried out in terms of defined procedures;
- Providing guidelines and specific instructions to personnel with respect to refuse collection and disposal requirements;
- Reporting on and addressing comments and opinions from the public, community structures and the public with regards to service delivery capabilities and performance;
- Checking and submitting details of transactional documentation (work progress, time sheets, daily records, time and attendance schedules, etc.) prior to approving and submitting for further processing;
- Collating information from reports, on-site inspections and operational documentation for inclusion into management reports;
- Communicating with the community and businesses during formal awareness initiatives and making available information and advice on acceptable waste management practices and procedures;
- Communicating with business/ industries in respect of waste minimization applications, recycling options and/ or improvement to collection systems, and explaining the advantages of specific applications such as recycling to support waste minimization;
- Ensure compliance with Occupational Health and Safety. Oversee disabling injury frequency rate (DIFR)
- Ensure sound fleet management (inspections, tracking, scheduling, accident management)
